The Grand Council and the War in Heaven

For this Earth.

Discourse of Brigham Young

The Council in Heaven--The Council in heaven said, "Let there be an earth, and let there be a firmament above and beneath it," and it was so. They said, "Let there be heat and cold," and it was so. They said, "Let there be spring and summer, autumn and winter," and it was so. 9:254.

"Who will redeem the earth, who will go forth and make the [page 54] sacrifice for the earth and all things it contains?" The Eldest Son said: "Here am I"; and then he added, "Send me." But the second one, which was "Lucifer, Son of the Morning," said, "Lord, here am I, send me, I will redeem every son and daughter of Adam and Eve that lives on the earth, or that ever goes on the earth." "But," says the Father, "that will not answer at all. I give each and every individual his agency; all must use that in order to gain exaltation in my kingdom; inasmuch as they have the power of choice they must exercise that power. They are my children; the attributes which you see in me are in my children and they must use their agency. If you undertake to save all, you must save them in unrighteousness and corruption. You will be the man that will say to the thief on the cross, to the murderer on the gallows, and to him who has killed his father, mother, brothers, and sisters and little ones, `Now, if you will say, I repent and believe on the Lord Jesus Christ, or on the Savior of the world, you shall be saved.'" This is what all the religious sects of the day are saying now, but Jesus did not say any such thing. 13:282.

When there was rebellion in heaven, judgment was laid to the line and righteousness to the plummet, and the evil were cast out. Yet there was a portion of grace allotted to those rebellious characters.

But they must go from heaven, they could not dwell there, they must be cast down to the earth to try the sons of men, and to perform their labor in producing an opposite in all things, that the inhabitants of the earth might have the privilege of improving upon the intelligence given to them, the opportunity for overcoming evil, and for learning the principles which govern eternity, that they may be exalted therein. 3:256.

The Lord Almighty suffered this schism in heaven to see what his subjects would do preparatory to their coming to this earth. 14:93.

In regard to the battle in heaven, that Brother Truman O. Angell referred to, how much of a battle it was I have forgotten. I cannot relate the principal circumstances, it is so long since it happened; but I do not think it lasted very long; for when Lucifer, the Son of the Morning, claimed the privilege of having the control of this earth, and redeeming it, a contention arose; but I do not think it took long to cast down one-third of the hosts of heaven, as it is written in the Bible. But let me tell you that it was one-third part of the spirits who were prepared to take tabernacles upon this earth, and who rebelled against the other two-thirds of the heavenly host; and they were cast down to this world. It is written that they were cast down to the earth. They were cast down to this globe--to this terra firma that you and I walk upon, and whose atmosphere we breathe. One-third part of the spirits that were prepared for this earth rebelled against [page 55] Jesus Christ, and were cast down to the earth, and they have been opposed to him from that day to this, with Lucifer at their head. He is their general--Lucifer, the Son of the Morning. He was once a brilliant and influential character in heaven, and we will know more about him hereafter. 5:54-55.

From the spirit and tenor the ancient Scriptures and revelations which we have received, it is plainly set forth that there are men pre-appointed to perform certain works in their lifetime, and bring to pass certain ends and purposes in the economy of heaven. 11:253.

You cannot give any persons their exaltation unless they know what evil is, what sin, sorrow, and misery are, for no person could comprehend, appreciate and enjoy an exaltation upon any other principle. The Devil with one-third part of the spirits of our Father's [page 56] Kingdom got here before us, and we tarried there with our friends, until the time came for us to come to the earth and take tabernacles, but those spirits that revolted were forbidden ever to have tabernacles of their own. You can now comprehend how it is that they are always trying to get possession of the bodies of human beings; you read of a man's being possessed of a legion, and Mary Magdalene had seven. 3:369.

TPJS Section Six 1843-44 Pg.365

The doctrine of eternal judgments belongs to the first principles of the Gospel, in the last days. In relation to the kingdom of God, the devil always sets up his kingdom at the very same time in opposition to God. Every man who has a calling to minister to the inhabitants of the world was ordained to that very purpose in the Grand Council. It is the testimony that I want that I am When there was rebellion in heaven, judgment was laid to the line and righteousness to the plummet, and the evil were cast out. Yet there was a portion of grace allotted to those rebellious characters.

Thus it is shown that prior to the placing of man upon the earth, how long before we do not know, Christ and Satan, together with the hosts of the spirit-children of God, existed as intelligent individuals, possessing power and opportunity to choose the course they would pursue and the leaders whom they would follow and obey. In that great concourse of spirit-intelligences, the Father's plan, whereby His children would be advanced to their second estate, was submitted and doubtless discussed. DS, Vol.1, Pg.58

PLAN OF SALVATION PRESENTED IN PRE-EXISTENCE. There was a council held in heaven, when the Lord called before him his spirit children and presented to them a plan by which they should come down on this earth; partake of mortal life and physical bodies; pass through a probation of mortality, and then go on to a higher exaltation through the resurrection which should be brought about through the atonement of his Only Begotten Son Jesus Christ. The thought of passing through mortality and partaking of all the vicissitudes of earth life in which they would gain experiences through suffering, pain, sorrow, temptation and affliction, as well as the pleasures of life in this mundane existence, and then, if faithful, passing on through the resurrection to eternal life in the kingdom of God, to be like him, filled them with the spirit of rejoicing, and they "shouted for joy," The experience and knowledge obtained in this mortal life they could not get in any other way, and the receiving of a physical body was essential to their exaltation.

THE WAR IN HEAVEN

REBELLIOUS SPIRITS CAST OUT. When the plan of redemption was presented and Jesus was chosen to be the Redeemer of the world, some rebelled. They were not willing to accept him as "the Lamb slain from the foundation of the world," . . . In this great rebellion in heaven, Lucifer, or Satan, a son of the morning, and one-third of the hosts thereof were cast out into the earth because Lucifer sought to destroy the free agency of man and the one-third of the spirits sided with him, He sought the throne of God, and put forth his plan in boldness in that great council, declaring that he would save all, that not one soul should be lost, provided God would give him the glory and the honor. When his plan was rejected for a better one, he rebelled and said, as Isaiah states the case: "I will ascend into heaven, I will exalt my throne above the stars of God, . . . I will be like the Most High."

PROPHETS CHOSEN IN PRE-EXISTENCE. In the far distant past before the foundations of this earth were laid, a grand council was held in heaven. At that council plans were perfected and an organization formed for the government of this earth during its mortal probation. Our Eternal Father, knowing the end from the beginning, chose from among the spirits those to be his rulers and prophets to assist in carrying through his eternal purposes on this earth in relation to the final destiny of men. . . .

WAR IN HEAVEN

See AGENCY, ARMIES OF HEAVEN, COUNCIL IN HEAVEN, DEVIL, HEAVEN, MICHAEL THE ARCHANGEL, PLAN OF SALVATION, PRE-EXISTENCE, WAR. Following the pre-existent choosing of Christ and the rejecting of Lucifer to be the Redeemer in the great plan of salvation, Satan and one-third of the spirit hosts destined for life on this earth came out in open rebellion against the Father. The rebels "sought to destroy the agency of man" and to modify the Father's plan so that salvation would come automatically to all who passed through mortality. (Moses 4:1-4; Abra. 3:24-28; D. & C. 29:36-38; Isa. 14:12-20; Luke 10:18.) Their rebellion against light and truth and their refusal to subscribe to the terms and condition laid down by the Father whereby salvation might be gained is called by John the war in heaven. (Rev. 12:4-9.)

There was no living thing upon the earth until it was prepared for living life. The Pearl of Great Price does not say that man was the first living thing on the earth, but that he was the first flesh and the first man also. He became the first mortal flesh when he fell. By flesh is meant mortality, and Adam was the first mortal on the earth; but animals and other forms of life were placed on earth first, and he was not on the earth until everything was prepared for him. Since Adam was the first man on the earth, that does away with the false notion that there were pre-Adamites.

THE SONS OF PERDITION

REBELLION OF LUCIFER IN PRE-EXISTENCE. We learn from the scriptures that Lucifer--once a son of the morning, who exercised authority in the presence of God before the foundations of this earth were laid--rebelled against the plan of salvation and against Jesus Christ who was chosen to be the Savior of the world and who is spoken of as the "Lamb slain from the foundation of the world."

In this rebellion, in which Lucifer attempted to destroy the free agency of the spirits of men, he enticed one-third of the spirits to follow him. He and his followers were cast out of heaven, and when the earth was prepared, they came to it as spirits, being denied the privilege of birth and of receiving tabernacles of flesh in the world.

MD, Pg.17 ADAM

Father Adam was one of the most noble and intelligent characters who ever lived. He began his earth life as a son of God, endowed with the talents and abilities gained through diligence and obedience in pre-existence. He is the head of all gospel dispensations (Teachings, pp. 167-169), the presiding high priest (under Christ) over all the earth; presides over all the spirits destined to inhabit this earth (Teachings, pp. 157-159); holds the keys of salvation over all the earth; and will reign as Michael, our prince, to all eternity. (D. & C. 78:16.) He was baptized (Moses 6:64-66), married for eternity, for death had not yet entered the world (Moses 3:21-25), had the fulness of the gospel (Moses 5:57-59), and following 930 years of existence after the fall went on to the paradise of God to await a glorious resurrection with Christ and the righteous saints. He has returned to earth in our day, bringing keys and authorities to the Prophet Joseph Smith (D. & C. 128:21); will soon preside at the great Adam-ondi-Ahman council (D. & C. 116); and finally will reign over his righteous posterity in the Patriarchal Order to all eternity. (Doctrines of Salvation, vol. 1, pp. 90-106.)

MD, Pg.195 DEVILS

DEVILS

See DEMONS, DEVIL, EVIL SPIRITS, FALSE SPIRITS, PRE-EXISTENCE, PRINCE OF DEVILS, SONS OF BELIAL, SONS OF PERDITION. Devils are the spirit beings who followed Lucifer in his war of rebellion in pre-existence. They comprise one-third of those spirit children of the Father who were destined to pass through a mortal probation on this earth. (D. & C. 29:36-41; Rev. 12:3-9.) They were cast down to earth, and have been forever denied physical bodies, a fact which causes them to seek habitation in the bodies of other persons. By the power of faith and the authority of the priesthood, devils are frequently cast out of such afflicted persons. (Mark 1:23-34; 16:15-17.)

MD, Pg.218 ELEMENTS

ELEMENTS

See CREATION, DUST, IMMORTALITY, MORTALITY, SIGNS OF THE TIMES, SOUL, SPIRIT ELEMENT. Those natural or earthy substances of which the earth in all its parts is composed and which make up the physical or temporal bodies of all created things are called elements. They are of the earth, earthy (1 Cor. 15:44-48); they are to be distinguished from the more pure and refined substance of which spirit matter is composed. (D. & C. 131: 6-7.) "The elements are eternal," the Lord says; and when they are organized into a mortal body, those elements become the tabernacle of the eternal spirit that comes from pre-existence. Also, "The elements are the tabernacle of God," meaning that the Spirit of the Lord will dwell in the hearts of righteous men. In the resurrection "spirit and element" are inseparably connected," thus assuring immortality to the soul. (D. & C. 93:33-35.) It follows that elements which are mortal now are destined to become immortal elements hereafter.

MD, Pg.491 MICHAEL THE ARCHANGEL

MICHAEL THE ARCHANGEL

See ADAM, ANCIENT OF DAYS, BATTLE OF THE GREAT GOD, WAR IN HEAVEN. Our great prince, Michael, known in mortality as Adam, stands next to Christ in the eternal plan of salvation and progression. In pre-existence Michael was the most intelligent, powerful, and mighty spirit son of God, who was destined to come to this earth, excepting only the Firstborn, under whose direction and pursuant to whose counsel he worked. "He is the father of the human family, and presides over the spirits of all men." (Teachings, p. 157.) The name Michael apparently, and with propriety, means one "who is like God."

MD, Pg.616 RACES OF MEN

The race and nation in which men are born in this world is a direct result of their pre-existent life. All the spirit hosts of heaven deemed worthy to receive mortal bodies were foreordained to pass through this earthly probation in the particular race and nation suited to their needs, circumstances, and talents. "When the Most High divided to the nations their inheritance, when he separated the sons of Adam," Moses said with reference to pre-existence, "he set the bounds of the people according to the number of the children of Israel." (Deut. 32:8.) Not only Israel but all groups were thus foreknown and their total memberships designated in the pre-mortal life. Paul spoke similarly when he averred that God "hath made of one blood all nations of men for to dwell on all the face of the earth, and hath determined the times before appointed, and the bounds of their habitation." (Acts 17:26.)

Who is the Author of the Plan of Salvation?
By: Bruce R. McConkie

of the First Council of the Seventy

The Improvement Era

May, 1953
Who created and presented the plan of salvation as it was adopted in the pre-existent councils in heaven? Did Christ offer one plan which would allow men their agency, and Lucifer sponsor another founded on compulsion?

Although we sometimes hear it said that there were two plans - Christ's plan of freedom and agency, and Lucifer's of slavery and compulsion - such teaching does not conform to the revealed word. Christ did not present a plan of redemption and salvation nor did Lucifer. There were not two plans up for consideration; there was only one; and that was the plan of the Father: originated, developed, presented, and put in force by him. Christ, however, made the Father's plan his own by his willing obedience to its terms and provisions.

A knowledge of these pre-existent events in God's heavenly kingdom will help us understand the true order of things in his earthly kingdom, the Church, and also will point a course for the wise Saint to follow in all his affairs. Briefly this is what too k place:

The Father is and was a Personage of tabernacle, a Holy Man having a body of flesh and bones. To him were born the hosts of pre-existent spirit children of whom Jehovah, or Christ, was the eldest, the firstborn. Lucifer, "a son of the morning," was among this host, as also were the spirits of all men, who have been or yet will be born on earth.

These spirits, endowed with agency and governed by law, developed a variety of talents and capacities. Some became noble and great. Lucifer attained unto a position of eminence and authority, but Christ, pre-eminent above them all, became "like unto God ".

Speaking of pre-existence, Joseph Smith said: "God himself, finding he was in the midst of spirits and glory, because he was more intelligent, saw proper to institute laws whereby the rest could have a privilege to advance like himself. (Teachings of the Prophet Joseph Smith, P. 354) These laws, the Father's plan of redemption and salvation, included, among other things, the following:

1.

At the Father's command Christ and other noble and great spirits  were to create this earth.

2.

Then each spirit child was to be born into mortality, gain a temporal body in which to house the eternal spirit, and pass through a probationary testing to determine eventual fitness for a life of the kind the Father enjoyed.

3.

Body and spirit were to be separated, temporarily, by death, the spirit going to a world of waiting spirits, and the body back to the dust of the earth.

4.

The chief cornerstone of the whole plan was to be the atoning sacrifice of a Redeemer, one of the Father's spirit sons who was to be born into the world as his literal Son in the flesh. By this means was to be effected a resurrection, a reunion of body and spirit in immortality, the two never again to be separated.

5.

And finally there was to be a day of judgment when a just measure would be meted to every man, and when those who fully qualified by righteousness would be raised, not only in immortality, but also unto eternal life, the kind of life which the Father himself has.

Step by step this plan was unfolded, taught, and put into operation. Thus after the earth was created, after the prospect of mortality had been announced, after the prospect of death and a resurrection were known, after the need for a Redeemer had been heralded in the courts on high, the Father spoke these very words:

"Whom shall I send?" (Abraham 3:27) That is whom shall I send to b e my Son in the flesh, to suffer both body and spirit in Gethsemane while taking upon himself the sins of the world to be lifted up upon the cross, to ransom men from the fall, to be the Redeemer?

There were two volunteers, Both said, "Here am I, send me>" (Abraham 3:27) But Christ, who was the first, also said: "Father thy will be done, and the glory be thine forever." (Moses 4:2) That is: I will continue to accept your plan of redemption, accept it without change or modification. And thine be the glory!

Lucifer, the second volunteer, had no such spirit of obedience. "I will be thy son," he said, "and I will redeem all mankind, that one soul shall not be lost, and surely I will do i t; wherefore give me thine honor." (Moses 4:1) That is: Lucifer favored the Father's plan by which the spirit children were to obtain bodies of flesh and bones, were to die, were to be resurrected. But Lucifer wanted to abandon the testing or probationary part of mortality; he wanted to take away the agency of man, forestall the need of a judgment according to works, and impose salvation upon all men without effort on their part - an impossible thing since there can be no progression except by the upward pull of obedience to law. And as a final blow: Lucifer sought to obtain as his personal reward, the very power, position, and throne of the Father himself.

The issue was squarely put. A decision must be made, and the Father (always the Father!) issued the decree: "I will send the first," (Abraham 3:27) thus choosing Christ to be the "Lamb slain from the foundation of the world." (Revelation 13:8; I Peter 1:19-20)

Then it was that "the second was angry, and kept not his first estate; and, at that day, many followed after him." (Abraham 3:28) Then it was that "a third part of the hosts of heaven" (D&C 29:36) were turned away from the father "because of their agency." (D&C 29:36) Then it was there "there was war in heaven," (Revelation 12:7) and those who were cast out became "the devil and his angels." (D&C 29:37)

This is the story in outline form; and all the scripture bear the same testimony. Always it is the Father's plan; always the Son is the obedient co-worker:

"I came into the world to do the will of my Father, because my Father sent me. And my Father sent me that I might be lifted up upon the cross." (3 Nephi 27:13-14)

"My meat is to do the will of him that sent me, and to finish his work." (John 4:34)

"I can of mine own self do nothing: ... I seek not mine own will, but the will of the Father which hath sent me." (John 5:30)

"I came down from heaven, not to do mine own will, but the will of him that sent me." (John 6:38)

"I do nothing of myself; but as my Father hath taught me, I speak these things. And he that sent me is with me: the Father hath not left me alone; for I do always those things that please him." (John 8:28-29)

From this summary of events and from these principles, we learn some great lessons. One is that the pre-existent government was not a democracy any more than the Church government today is a democracy. It was a kingdom then; it is a kingdom now. The Lord always makes the laws, issues the decrees, and invites his children to obey and progress. Because of agency the pre-existent spirits were permitted the democratic principle of accepting or rejecting Christ's appointment as Redeemer. So today: Men may accept or reject the saving truths of the gospel. But the rejecter always pays the penalty.

Further: By following the Father's plan, Christ went from grace to grace until he received the fullness of the Father, (D&C 93:6-17) so that now, having worked out the atoning sacrifice, "and being made perfect," he has become "the author of eternal salvation un to all them that obey him." (Hebrews 5:9) Thus to him is ascribed glory and honor in all things, and those who seek for joint heirship with him must, in obedience, go from grace to grace as he did. The key to perfection and progression is: "Father, thy will be done."
